## Tampa Palms Plumbing Services

A+ BBB · Licensed since 1994

[Tampa Palms](/service-areas/tampa-palms/) is one of the largest and earliest of [New Tampa](/service-areas/new-tampa/)'s master-planned communities. Roughly 4,000 acres along the Hillsborough River in Hillsborough County, ZIP 33647, with 24+ residential villages developed in waves from the late 1980s through the early 2000s. The community was named the National Association of Home Builders' top master-planned community in the U.S. in 1987, and the bulk of original construction landed squarely in the polybutylene era. That single fact drives most of the plumbing work we do in Tampa Palms.

We work in Tampa Palms every week. Country Club Village, Hampton Park, The Reserve, The Sanctuary, Marsh Pointe, Faircrest, Cambridge, Kensington, Wellington, Manchester, Westover, Stonington, Sterling Manors, Cross Creek, the Estates of River Park, and the rest of the original villages were largely built between 1986 and 1995. That means polybutylene supply, early-generation CPVC in some pockets, larger floor plans (3,000 to 5,000+ square feet is typical), two-tank [water heater](/plumbing/water-heater-services/) setups, in-ground pool equipment, irrigation [backflow](/plumbing/backflow-testing/) assemblies, outdoor kitchens, and HOA architectural review on anything visible from the street. Newer Tampa Palms North villages built in the late 1990s and 2000s shifted to copper or PEX. We diagnose every Tampa Palms home in the context of its specific village and build year.

Titan Plumbing and Electric has served Tampa Palms since 1994. License numbers CFC1430231 (plumbing), EC13012958 (electrical), and CBC057910 (general contractor), all verifiable at myfloridalicense.com. Call (813) 933-8010 for same-day service in Tampa Palms, or schedule online.

### Tampa Palms Villages and Subdivisions We Serve

Tampa Palms is not one neighborhood. It is a constellation of villages developed over roughly 25 years on either side of Bruce B. Downs Boulevard between Bearss Avenue and County Line Road. Each village has its own build window, its own typical lot size, and its own typical plumbing era. We have been in essentially all of them.

- Country Club Village. Late 1980s through early 1990s. Larger custom and semi-custom homes around the Tampa Palms Golf and Country Club. Heavy polybutylene era
- Hampton Park. 1990s. Mid-to-large single-family homes
- The Reserve. 1990s gated village. Larger estate-style homes
- The Sanctuary. 1990s. Wooded interior lots
- Marsh Pointe. 1990s. Conservation-edge homes near Hillsborough River wetlands
- Faircrest. 1990s townhomes and condominiums
- Cambridge. Three sub-villages. 1990s
- Kensington. 1990s
- Wellington. 1990s
- Manchester. 1990s
- Westover. 1990s
- Stonington. 1990s
- Sterling Manors. 1990s
- Cross Creek. 1990s
- Estates of River Park. Custom estate homes on larger lots along the river
- Amberly Place / Asbury / Ashmont / Canterbury / Coventry / Enclave / Huntington / Nottingham / Palma Vista / Tremont / Turnbury / Wyndham / The Hamptons. The remainder of the original Tampa Palms village fabric, all built in the same 1986 to 1995 window
- Tampa Palms North villages. Late 1990s and 2000s. Newer construction with copper or PEX rather than polybutylene

### Polybutylene: The Tampa Palms Plumbing Story

Polybutylene gray plastic supply pipe was installed in roughly 6 to 10 million U.S. homes between 1978 and 1995. The bulk of original Tampa Palms construction sits inside that window, and the bulk of original Tampa Palms homes were plumbed in polybutylene. If your Tampa Palms home was built between 1986 and 1995 and has not been repiped, the safest assumption is that it has polybutylene supply somewhere in the system, even if the exposed manifold at the water heater has already been changed out.

Polybutylene fails for two reasons. First, the pipe itself reacts with chlorine and chloramine in municipal water and becomes brittle from the inside out over 15 to 25 years. Second, the original acetal plastic insert fittings (used predominantly between 1983 and 1989) crack at the barb where they enter the pipe. The result is a system that can leak at the joints, leak at the pipe wall, or burst without warning. Cox v. Shell Oil settled in 1995 for an initial $950 million (eventually $1.14 billion paid out across more than 320,000 re-piped homes). The claim deadline expired in 2009. The only remedy now is to replace the pipe at the homeowner's expense.

How we identify it in a Tampa Palms home: gray (occasionally blue or black) plastic supply pipe roughly 1/2 inch or 3/4 inch diameter, with PB 2110 stamping along the length, often run through the attic with copper crimp rings or gray acetal fittings at every connection. We pull access panels at the water heater, look behind the washing machine, look under bathroom and kitchen cabinets, and inspect the attic above the master bath. A free 30-minute inspection tells us with certainty whether your home still has polybutylene.

What we are seeing in Tampa Palms in 2026: original 1988 polybutylene that has now been in service 38 years, well past the original failure window. We get pinhole and burst calls in Country Club Village, Hampton Park, The Reserve, Cambridge, Kensington, and the rest of the original villages on a steady weekly cadence. Some homeowners discover the issue when an insurance carrier asks at renewal. Some discover it when an attic line bursts at 3 a.m. and floods two stories. Either way the answer is the same: full [repipe](/plumbing/repiping/).

### Whole-House Polybutylene Repipe in Tampa Palms

We have repiped a large portion of original Tampa Palms. Our standard Tampa Palms repipe is in PEX-A (Uponor) with expansion-fitting connections, run through the attic where the trusses permit and dropped down inside walls to fixture stub-outs. PEX-A is chlorine-stable, freeze-tolerant, and code-compliant under FL Building Code §606. We use Uponor specifically because of its temperature performance and its 25-year warranty.

A typical 3,000 to 4,000 square foot Tampa Palms home with three or four bathrooms repipes in 3 to 4 working days. Larger Country Club Village or Estates of River Park homes with five or more bathrooms, two water heaters, and a pool equipment loop run 4 to 5 days. The sequence: permit through City of Tampa Construction Services, water shut-off and service-line tap, attic and wall PEX runs, fixture-by-fixture stub-out, manifold install at the water heater, 24-hour pressure test at 100 psi, drywall cut-back patching to ready-to-paint condition, and final City of Tampa inspection.

We do not abandon polybutylene in place if there is any reasonable way to remove it. Capped-off PB lines retain water and continue to leach into the pipe wall, which means the abandoned line becomes a future leak vector if anyone ever re-energizes that branch. Full removal where access permits is the gold-standard repipe.

Cost. A 3-bath, 2,500 square foot Tampa Palms repipe in PEX-A typically lands in the $9,000 to $12,000 range turnkey, including drywall patching to ready-to-paint, permit, and final inspection. A 5-bath Country Club Village home with two water heaters and a pool loop is closer to $14,000 to $18,000. We give written, line-item estimates after a free in-home assessment. No surprise charges and no day-of upsells.

### CPVC in Tampa Palms: The Other Era to Watch

A meaningful subset of Tampa Palms homes built in the early 1990s used CPVC (cream-colored thermoplastic with solvent-welded joints) rather than polybutylene. CPVC is significantly more durable than polybutylene and many CPVC systems are still in good service after 30+ years. But CPVC has its own failure modes that matter in Tampa Palms specifically.

CPVC becomes brittle with age, especially where it has been continuously exposed to UV through attic light leaks or exposed exterior runs. Solvent-welded joints can develop hairline cracks that weep slowly for months before the homeowner notices a damp ceiling. CPVC is also incompatible with several common spray-foam insulation chemistries, which Tampa Palms homeowners discovered in the 2010s when re-insulation projects triggered sudden failures. If a Tampa Palms home has had spray foam added to the attic over original CPVC, we strongly recommend a full inspection.

When CPVC fails in a Tampa Palms home, the conversation shifts to: spot repair, partial repipe of the failed branch, or full repipe in PEX. We typically recommend full repipe at the third pinhole or the second joint failure, because the pattern at that point is age-related material fatigue across the system rather than an isolated defect.

### Water Heater Service in Tampa Palms

Tampa Palms homes are larger than the Tampa average, and the water heater configurations reflect that. A common Tampa Palms layout puts a single 50-gallon tank in an interior utility closet or garage, but Country Club Village, Hampton Park, The Reserve, Estates of River Park, and other larger-home villages frequently have two tanks: one serving the master suite and primary baths, and a second serving the kitchen, laundry, and secondary baths. We service both single-tank and two-tank configurations, including the cross-feed manifolds that some 1990s builders ran between them.

Tank location matters. Many Tampa Palms homes locate the water heater in an interior conditioned closet near the kitchen or master bath. Some put it in a second-floor laundry room (which makes drain-pan and overflow drainage critical, because a leak from a second-floor heater drops through the ceiling). A meaningful subset use the attic for water heaters, which we do not love because attic temperatures shorten tank life and access for service is awkward, but we work in attics regularly when that is the existing configuration.

Tampa municipal water runs roughly 7 to 10 grains per gallon hard. A tank rated for 12 years often fails in Tampa Palms at year 8 or 9 because of scale buildup at the bottom of the tank and accelerated anode-rod consumption. Every Tampa Palms water heater install we do includes: new T&P relief valve, thermal expansion tank (required by FL Building Code §607 because Tampa is a closed system at the meter), drip pan with drain to an approved location, dielectric unions where dissimilar metals meet, and a permit through City of Tampa Construction Services. We replace original 1990s pans that have rusted through at the same time.

Hybrid heat-pump water heaters ([Rheem](/brand/rheem/) ProTerra, [A.O. Smith](/brand/ao-smith/) Voltex, State HPTS) work especially well in Tampa Palms garages and large utility closets. They use warm humid Florida air as a free energy source and dehumidify the surrounding space as a side benefit. TECO rebates often apply. The federal 25C credit that used to cover part of the cost expired at the end of 2025. For homes with TECO Peoples Gas service (most of Tampa Palms), [tankless](/plumbing/tankless-water-heaters/) gas conversions are popular when the original tank fails. Tankless gas requires a 3/4 inch gas line, dedicated 120V circuit, and concentric or twin-pipe vent. We are licensed for medium-pressure gas and we pull both the plumbing permit and the gas permit.

Two-tank Tampa Palms homes occasionally benefit from being consolidated into a single 80-gallon hybrid heat pump or a properly sized tankless. We do the heat-loss and demand calc before recommending consolidation. For very large Country Club Village and Estates of River Park homes with simultaneous demand from multiple primary baths, two tanks (or two tankless units in parallel) often remains the right answer.

### Cast Iron and PVC Drains in Tampa Palms

Tampa Palms is younger than many of the older Tampa neighborhoods we serve, which means most original Tampa Palms drains were already PVC by the time of construction. PVC drainage is generally durable, code-compliant under FL Building Code §708, and not on a generational replacement cycle the way cast iron is.

That said, we still see drain issues in Tampa Palms. The mature live oak and laurel oak canopy that makes Tampa Palms beautiful also drops massive root systems into any joint or crack in the lateral [sewer line](/plumbing/sewer-line-repair/) out to the City of Tampa main. We sewer-camera before any major drain work. [Hydro-jetting](/plumbing/hydro-jetting/) at 3,500 to 4,000 psi clears root intrusion and grease buildup without excavation. Where a section has actually been crushed (typically by tree-root pressure or by settlement around a buried lateral), we recommend trenchless cured-in-place pipe (CIPP) lining where the geometry permits, because the alternative is excavating through Tampa Palms' mature landscaping, paver driveways, and irrigated lawns.

Kitchen line grease is a common Tampa Palms call. Larger homes with multiple cooks and frequent entertaining produce a steady stream of grease, food waste, and dishwasher discharge. We hydro-jet the kitchen line and recommend periodic enzyme treatment.

By the numbers

Cox v. Shell Oil polybutylene class action paid out $1.14 billion across more than 320,000 re-piped U.S. homes. Claim deadline expired in 2009. The only remedy now is a homeowner-funded repipe.

### Pressure Regulation, Water Softening, and Whole-Home Filtration

Tampa Palms is served by Tampa Water Department (City of Tampa municipal water), drawn primarily from the Hillsborough River reservoir and treated at the David L. Tippin Water Treatment Facility. Static pressure at the meter in Tampa Palms typically runs 65 to 80 psi, occasionally higher in lower-elevation pockets along the river. FL Building Code §606.5.2 requires a pressure-reducing valve when static exceeds 80 psi, and we recommend a PRV at 70 to 80 psi to extend fixture, water heater, and supply-line life. We install Watts and Wilkins PRVs and we set them to 60 to 65 psi as standard.

Tampa water hardness measures roughly 7 to 10 grains per gallon. Every Tampa Palms home benefits from a whole-home [water softener](/plumbing/water-softeners/). We install Fleck and Clack control-valve softeners sized to family size, water demand, and grain capacity. A typical Tampa Palms 4-person family lands on a 48,000-grain unit with high-efficiency upflow regeneration. The benefits show up immediately: longer water heater life, scale-free fixtures and shower glass, dramatically softer skin and laundry, and reduced soap and detergent consumption.

Whole-home carbon filtration (separate from softening) addresses the chlorine and chloramine that Tampa adds for disinfection. Many Tampa Palms homeowners pair softener-plus-carbon, which gives soft, chlorine-free water at every fixture in the house. Reverse osmosis at the kitchen sink for drinking and ice-maker water completes the filtration stack.

### Irrigation Backflow Prevention and HOA Aesthetics

Every Tampa Palms home with an irrigation system is required by City of Tampa code to have a backflow prevention assembly between the potable water service and the irrigation system. Most Tampa Palms backflow assemblies are pressure vacuum breakers (PVB) or reduced-pressure-zone (RPZ) assemblies installed at or near the water meter. Annual testing by a state-certified backflow tester is required. We are state-certified, we test on the spot, and we file the test report directly with the City of Tampa cross-connection control program.

Tampa Palms HOA architectural review committees care about the aesthetic of visible exterior plumbing. Backflow assemblies installed at street-facing locations are typically required to be screened with landscape, a low decorative wall, or an approved enclosure. We coordinate the install location with the homeowner and, where the HOA requires, we submit a simple ARC application showing the proposed location and screening before we cut the ground.

When we replace a leaking or freeze-damaged backflow assembly in Tampa Palms (Tampa hits hard freeze occasionally, and unprotected PVBs split internally), we install in stainless or brass with insulated covers. We pull a City of Tampa plumbing permit for backflow replacement and we re-certify the new assembly at install.

### Slab Leaks and Reroutes in Tampa Palms

Tampa Palms homes are predominantly slab-on-grade construction with no crawl space and (in older sections of the original villages) no attic above the central living area where supply lines could be conventionally rerouted. When a polybutylene or CPVC line in a Tampa Palms home develops an under-[slab leak](/plumbing/slab-leak-repair/), the homeowner has three real options: spot repair through the slab (cut concrete, repair the line, patch back), reroute (abandon the under-slab segment and run a new line through walls or attic), or full repipe.

We use acoustic [leak detection](/plumbing/water-leak-detection/) and thermal imaging to pinpoint the leak before opening any concrete. The first symptom is usually a hot spot on the floor (hot-water leak), an unexplained jump in the water bill, the water heater running constantly, or a damp baseboard. From there the diagnostics determine the right path.

In Tampa Palms we usually recommend reroute or full repipe rather than spot repair, especially on polybutylene-era homes. The rationale: if one section of original 1988 polybutylene has failed, the rest of the same generation is on the same timeline. Spot repairs on polybutylene are a temporary patch, not a permanent solution. The economics almost always favor going to PEX once and being done.

### Permits, HOA Architectural Review, and Code in Tampa Palms

Tampa Palms is inside the City of Tampa municipal limits. Permits run through City of Tampa Construction Services (formerly Construction Services Center), submitted via the Accela Citizen Access portal. Plan review for a residential repipe typically takes 5 to 15 business days. The Florida Building Code 8th Edition Plumbing governs plumbing work and the Florida-amended NEC governs electrical. We pull every permit. We never offer or accept a no-permit cash discount. Unpermitted plumbing work is an insurance liability for the homeowner and a license-revocation issue for us.

Tampa Palms has multiple overlapping homeowner associations: the Tampa Palms Owners Association (TPOA) for the original villages, the Tampa Palms North Owners Association for newer northern villages, and individual sub-village associations (Buckingham of Tampa Palms, Faircrest condominium association, and others). Each has its own architectural review committee. The visible-from-street plumbing items that consistently trigger ARC review include: tankless water heater exterior venting, exterior gas line routing, irrigation backflow assemblies (especially at street-facing front yards), exterior whole-home water softener and filtration enclosures, exterior tankless condensate routing, and exterior pool plumbing modifications. We have walked these reviews many times and we know which enclosure designs and which equipment colors have a track record of approval. We do not order equipment until ARC approval is in hand.

Code references applied daily in Tampa Palms: FL Building Code §606 (water service and distribution), §607 (water heaters and thermal expansion), §608 (cross-connection control and backflow), §708 (sanitary drainage). We are happy to walk a homeowner or a real-estate agent through the specific code requirements that apply to a specific scope of work.

### Pool Equipment, Outdoor Kitchens, and Lanai Plumbing

A large portion of Tampa Palms homes have in-ground pools with screened lanais, and a meaningful percentage have outdoor kitchens with sinks, ice makers, and beverage refrigeration. The plumbing infrastructure for these amenities is on its own aging curve, often 25 to 35 years old, and we work on it routinely.

Pool equipment plumbing failures we see in Tampa Palms: PVC suction and discharge lines that have become brittle from UV exposure at the equipment pad, leaking pump unions, failed multiport valves, and corroded brass-to-PVC transitions on heater bypass loops. We rebuild equipment-pad plumbing in schedule-40 PVC with proper unions, true-union ball valves, and threaded transitions where service access matters.

Outdoor kitchen plumbing in Tampa Palms is often original to the house and was installed under the original construction permit. After 25+ years of Florida humidity, the supply lines under the cabinetry and the drain trap to the lanai cleanout are frequently due for replacement. We rebuild with CPVC or PEX supply, ABS or PVC drain, and we add a proper accessible cleanout if the original install did not have one.

By the numbers

Roughly 70% to 85% of original Tampa Palms homes (built 1986-1995) were plumbed in polybutylene. If yours has not been repiped, the safest assumption is that it still has PB somewhere in the system.

### Why Tampa Palms Homeowners Call Titan

We have been in the Tampa market since 1994 and we have been in Tampa Palms since the original villages were still being built out in the 1990s. We know which villages went up in which year, which ones got polybutylene and which got CPVC, which HOAs require ARC submittal for what, and which inspectors at City of Tampa we will see at the final on a repipe. That experience compresses the timeline on every job.

We are licensed for plumbing (CFC1430231), electrical (EC13012958), and general contracting (CBC057910), which matters in Tampa Palms because most repipe jobs touch drywall and many touch tile. We do the demolition, the plumbing, the patching, and the painting under one license stack and one project manager. We are insured at $2 million general liability and we carry workers' comp on every employee.

I will recommend Titan and Electric to everyone I know. Not only are they professional but they honored everything they said and got the job done quickly and efficiently while still being friendly. I called in the morning and I had my new water heater by the afternoon. Thank you so much for a wonderful job!

My water heater broke and they came on time the following morning. They repaired it in record time at a reasonable price. I would recommend them to anyone because I was very pleased.

Awesome company! They came in and replaced my hot water heater and they are friendly, efficient, fast and great at what they do! For any of my future plumbing needs I will be calling Titan Plumbing! Thank you!

We recently had our two water heaters replaced. Ariel did a great job making sure that they were installed and working. We have an older house and Ariel had to solve some connection issues to get everything installed and operational. Titan was professional and skilled and the hot water and water pressure are great now.

After this year's hurricanes, Titan is the only business I can rely on to show up when they say they will be there. Months after the storms blew through, we struggle to work with any company because the supply chain is so limited. I wish all companies were as honest as Titan. Their field technicians are not only highly skilled but very kind. Thank you Titan for your enduring commitment to integrity and great service!

Scott of Titan Plumbing replaced a troublesome tankless water heater for me today (a Saturday) and did a very good job! He was professional, courteous, and efficient in his efforts. I will recommend him in the future!

Jed is a very professional and experienced plumber. He remained efficient while being very personable at the same time. Excellent job!

We are a first-time customer of Titan Plumbing and Electric. We can not say enough about how satisfied we are with their service. Their prices are very reasonable. Anthony, our serviceman, was prompt, kind, polite, efficient, clean and very professional. The company is family owned and we will have NO reservation hiring them to do more work for us in the future.

Service tech arrived promptly and was friendly and professional. Definitely recommend them!

Quick and professional. Job was done before I even arrived at the rental property. Would recommend for drain cleaning.

Kitchen sink blockage was fixed. Great job done. Courteous and professional.

Jed was very polite and knowledgeable, was able to explain the repair details clearly.

Jed was amazing and was able to fix our issue very quick! We appreciate his kindness and his quickness. If ever in the future we need service again we will ask for Jed.

Solid company. Cares about their customers.

Jed from Titan ran a new water line and hooked up a new sink for our outdoor kitchen. Jed was very polite and efficient, and did a great job for us!

I was running late getting home and the plumber waited for an hour on me. I appreciate him and his partner's patience. They fixed my issue fast and didn't complain. I haven't had a problem with my plumbing thus far. This is the company I would love to come fix my plumbing issues and I will refer them to friends in a heartbeat.

Very impressed. Was in a bind on a Saturday. Victor came out within 90 minutes of my call and was very knowledgeable about the Flologic leak detection system we had that showed a possible leak. Within 15 minutes he advised the issue was with the valve for that system that got stuck in the off position. He fixed it, tested the system and we were good to go. I'm very thankful for getting in touch with the right company. Victor was very professional, friendly, and if we have any further plumbing or electric issues we will call Titan.

They never let me down. Whenever I called them for an urgent matter, Travis and the dispatcher were incredibly helpful. They were punctual and resolved the issue promptly. I definitely plan to use them again.

Thank you to Travis, Brian, and Pete at Titan! We had a great experience with their plumbing and electrical work. They showed up on time, were easy to communicate with, and got everything done quickly and professionally. The plumbing issues were fixed without any hassle, and the electrical work was completed neatly and works perfectly. They explained everything along the way, cleaned up after themselves, and were respectful of our home. Highly recommend them for any plumbing or electrical needs.

Travis, employed by Titan Plumbing, is one of the nicest guys you would ever want to meet. The son of the owner, he treats people with 110% satisfaction. Great guy. I tell all my neighbors and friends about the job he did.

Do you really answer the phone Mon-Sat?

Yes. A real Tampa dispatcher answers every call, Monday through Saturday. For active leaks, sewer backups, and electrical hazards, we dispatch a licensed technician fast.

Are you licensed and insured?

Yes. We hold three Florida licenses: Plumbing CFC1430231, Electrical EC13012958, and General Contractor CBC057910. We are fully insured and bonded, and you can verify our A+ rating with the Better Business Bureau.

How does your pricing work?

Flat-rate, up front. The technician diagnoses the issue, then quotes the full price before any work begins. No hourly meter, no surprise add-ons. If the scope changes, we re-quote and you re-approve.

How fast can you be there?

Same-day in most of Tampa Bay for non-emergency work. For true emergencies (active leaks, no water, electrical hazards), we dispatch immediately and most calls see a technician right away.

Do you offer financing?

Yes. We offer financing for qualifying repairs and installations, including water heaters, repipes, panel replacements, and standby generators. Ask your technician for current rates and terms.

Do you stand behind your work?

Every job. If you are not satisfied with the work we performed, we come back and fix it at no additional cost. We have built our reputation on that promise since 1994.
